Mark Eyo is the current Public Service Lab Manager. At age 15, Mark was elected as a local government councilor in charge of youth programs – a public office in the Philippines. While in office, Mark tackled a variety of thorny public policy issues in our community and saw firsthand how public service can make a positive service difference in people’s lives. This experience instilled in him a lifelong commitment to research and public service. He is a current program consultant for the National Federation of Filipino American Associations and just accepted an HR Consulting position for KAJAE, working with several Utah-based companies. Jana Osborne Hansen is a graduate student in the MPA program and sincerely feels that the program has fully prepared her to serve as an administrator in a higher educational institution, where she can influence others to propagate change through the innovation of public policies. She is also minoring in information systems and wants to harness the power of technology and data analysis in order to make strategic decisions that will evoke veritable change. Simply put, she wants to find real solutions to real problems and be known as a values-based and data-driven leader. Jana earned her bachelor’s degree from BYU-Hawaii and is passionate about learning from different cultures and perspectives. She loves the arts and danced competitively for 12 years. Brant S. Johnson is a Public Relations undergrad student at BYU. He is honored to be the only non-MPA student to participate on the team. Brant is passionate about local government and civic engagement. He has worked for Vernal City, Uintah County, The Governor’s Office of Economic Development (GOED), and the Utahan Governor, Gary Herbert. Brant is in his second year as a BYU Young Ambassadors and starting his own business.

Terrence Dela Peña is a Master of Public Administration student from the Romney Institute of Public Service and Ethics. He is emphasizing in local government and information systems. Terrence graduated from BYU-Hawaii, majoring in Political Science. As a volunteer, he serves as the Engagement Lead for the American Red Cross. Terrence is a father of two boys and loves spending time with his family during his free time. Spencer Harris discovered a passion for public service in his early years. During his high school years, he participated as a member the Orem City Youth Council and has participated in various political party leadership, campaigns, and ballot initiatives since then. He has a degree in information systems and spent 4 years working in the IT and software industry as a project manager and product manager. As an MPA student at BYU, he focused his studies on Local Government and Finance. He also served as the MPA Student Association president.
Spencer accepted an analyst job with Lewis Young consulting and will begin there after graduation. He’s grateful for the opportunity to work as a member of the Public Service Lab. Karlee Neifert is a BYU MPA candidate graduating in 2023. She has a bachelor’s degree in Psychology from BYU and loves positive psychology, which is a field studying what builds happiness rather than what goes wrong in life. Karlee is earning her MPA so that she can develop knowledge and skills to make a positive lasting change in her community and her family. William Livingston is an MPA candidate at the Romney Institute of Public Service and Ethics. He has a passion for State and Local Government that was instilled by his mom and dad at a young age through participation in youth sports, cub scouts, boy scouts, and service in his community. Heather Shurtliff is from BC, Canada, and is pursuing her education in the MPA program. Her emphases are Local Government and Finance. In April 2020, Heather graduated from BYU with her undergraduate in Sociology and has been in the MPA program ever since. Heather is passionate about equity thriving in communities as well as using tax dollars effectively. She also loves helping her community through serving in local homeless shelters and food banks. Gabe Kidman is a current MPA student at the Romney Institute of Public Service and Ethics. With an emphasis in State and Federal government, he wishes to go on to get a PhD and become a researcher and professor in Public Management. Before coming to BYU, Gabe received his bachelor's degree in Social Studies Education (with an emphasis in government) at BYU-Idaho. Gabe is passionate about understanding the public administrative arm of government and using research and education as ways to help influence, improve, and refine its responsibilities. Natalie Winterton is a Master of Public Administration student and a research assistant in the Public Service Lab. In the future, she hopes to work in the federal government to improve education policy. Robert Aldous is a research associate with the Public Service Lab. As a self-declared government nerd, Robert has always been interested in how government works and how government can increase the quality of life for its citizens. In addition to working in the Public Service Lab, Robert serves as the President of the BYU ICMA Student Chapter, and has enjoyed helping students learn more about local government. He recently accepted an offer to begin his career as a budget analyst for the Arizona Governor's Office of Strategic Planning & Budgeting. His main career goal is to serve as a city manager of a mid-sized city.
